Independent Ellie Blais, the incumbent, will face Republican Paul Decelles in a runoff March 21 at Hunt School in the New North End. In the election Tuesday, Decelles, with 713 votes, finished in first place and nearly won the seat outright. Blais edged out Democrat Joanna Cole 534-503, and Libertarian candidate Jeremy Ryan finished fourth with 68 votes. Decelles had 38.5 percent of the vote Tuesday; Blais had 28.8 percent, and Cole had 27.2 percent. A council candidate must win 40 percent of the vote or face a runoff with the second-place finisher. Blais said Thursday she considered dropping out of the race then changed her mind. In 2004, she won a runoff election against Republican Alan Sousie.
